Assess graduate students' understanding of major theoretical frameworks used to analyze state capacity and public policy implementation in developing countries—covering institutionalism (historical and rational choice), bureaucratic politics, developmental state theory, principal–agent models, and capacity-building perspectives—and require application to brief case evidence, identification of mechanisms linking state structures to policy outcomes, and evaluation of common implementation challenges and reform strategies.
