Assess students' ability to apply policy-evaluation frameworks (theory of change, logic models, randomized and quasi‑experimental designs, process and cost‑effectiveness analysis) to judge the effectiveness of conditional cash transfer (CCT) programs in Latin America; tasks will include selecting appropriate designs and indicators (poverty, education, health, equity), interpreting RCT and observational evidence, diagnosing implementation fidelity and contextual constraints, and formulating policy recommendations that address limitations and unintended effects.
