Assess students' ability to draft a comprehensive federal statute regulating government use of artificial intelligence: provide model statutory language for transparency requirements and algorithmic impact assessments; define independent auditing standards and oversight institutions; specify enforcement powers, sanctions, and complaint/redress mechanisms; outline exemptions and harmonization with FOIA and the Privacy Act; analyze constraints under the Fourth Amendment, Due Process, and First Amendment; and present a regulatory implementation timeline plus anticipated litigation strategies. Responses will be evaluated for legal accuracy, statutory drafting clarity, constitutional analysis, and practical enforceability.
