Evaluate students' ability to apply the formal steps of how a bill becomes a law—idea, drafting, committee review, floor debate/amendment, voting, and approval—to create and refine a classroom or school rule. Students will draft an initial rule, participate in a committee-style revision (propose at least two amendments), simulate debate and vote, and submit a concise written defense (150–250 words) that explains decisions at each stage, anticipates objections, and ties the final rule to school policy and stakeholder interests.
