Test students' ability to apply the steps of how a bill becomes a law to create and enact a classroom rule: identify an issue, draft a proposal (bill), conduct peer review/committee discussion, debate and propose amendments, hold a class vote, obtain teacher approval, and plan implementation and evaluation. Assess understanding of each step and students' ability to map legislative stages to classroom actions and outcomes.
