Test students' ability to apply institutional analysis to evaluate municipal policy responses to housing affordability crises; require identification of formal and informal rules, key actors and incentives, institutional constraints (path dependence, transaction costs, multi-level governance), and analysis of policy tools (rent stabilization, inclusionary zoning, land-use reform, public–private partnerships, emergency measures). Students should assess effectiveness, equity, and unintended consequences, and propose institutionally grounded reforms with attention to implementation feasibility.
