Assess grade 6–8 students' ability to analyze the sequential steps by which a bill becomes a law—idea, drafting, committee review, floor debate, votes in both chambers, and executive approval—and to identify concrete points where citizens can influence the process (contacting representatives, public hearings/testimony, petitions, media engagement, voting). Include short scenarios for students to analyze and require justification of recommended citizen actions and their likely effects.
