Assess and compare the effectiveness of truth commissions versus criminal tribunals in achieving justice and reconciliation in post-conflict societies. Using South Africa’s Truth and Reconciliation Commission and the ICTY as case studies, evaluate objectives, mechanisms (restorative vs retributive), outcomes for victims, legitimacy, legal and political constraints, and long-term societal impacts; support conclusions with empirical evidence and theory and propose policy recommendations.
