Test learners' ability to apply administrative-law principles to evaluate agency rulemaking under the APA: identify notice-and-comment defects (adequacy of notice, opportunity to comment, and responses to comments), assess arbitrary-and-capricious reasoning (factual support, consideration of alternatives, reasoned explanation), and analyze statutory delegation and major-questions/nondelegation concerns using short hypotheticals.
