Test students' ability to apply policy analysis frameworks to evaluate the effectiveness of universal basic income (UBI) pilot programs in OECD countries by selecting appropriate frameworks (e.g., logic models, theory of change, cost–benefit, comparative policy analysis), identifying relevant outcome metrics (poverty, labor supply, health, administrative costs, fiscal sustainability), addressing methodological challenges (external validity, selection bias, short vs. long-term impacts), and formulating evidence-based policy recommendations across contexts.
