Assess students' ability to apply constitutional separation-of-powers and administrative-law doctrines to determine the legality of executive emergency rulemaking. Scope includes statutory authorization, nondelegation and major-questions principles, APA procedural exceptions and requirements, limits on executive power, standards of judicial review, and remedies; students will analyze factual vignettes and explain doctrinal reasoning and likely outcomes.
