Evaluate the effectiveness and democratic accountability of public-private partnerships (PPPs) in urban infrastructure by testing learners' ability to assess performance outcomes (cost, schedule, service quality), fiscal and risk allocation, transparency and public participation, institutional oversight and legal frameworks; apply evaluation methods (cost–benefit, performance indicators, audits, governance metrics), analyze a case to identify accountability gaps and equity impacts, and formulate policy and design recommendations to strengthen public value and democratic control.
